Ergon owned & operated street lights
Connect street (public) lighting to the electricity network for a reliable power supply. As part of this process, we need to confirm if suitable power supply from our network is available for your connection, and establish a new connection contract with you.
Important: Only local governments (Councils) or the Department of Transport and Main Roads can apply for unmetered street lighting connections . If you’re a business wanting to install lighting at your premises, you can apply for a watchman (security) light connection. If you’d like to put lighting on a private road, you can apply for a new metered connection. If you are a private resident and want to discuss additional street lights or the relocation of street lights, please contact your local government.

Here's how to get connected.
1. Get started
The best place to start is with the design drawings for your proposed street lighting. You can either engage a Registered Professional Engineer of Queensland (RPEQ) certified design consultant for this, or we can also provide this service for you.
I'll use my own consultant for the design drawings
Your design must be completed by a design consultant from an Approved Public Lighting Designers list (PDF 166.7 kb). Your consultant will work with you to finalise your lighting design drawings and can also submit your connection application on your behalf. If you prefer to apply yourself, your consultant can provide the required information you’ll need for your connection application.
I want Ergon to do the design drawings
Submit a connection application (see Step 2 below) with as much information as possible and we will help you with the design drawings. We’ll contact you within 10 business days after your application has been submitted.
If you need more information before applying, you can make an enquiry via Customer Self Service. We will respond within five business days.
2. Submit your connection application
To get your street lights connected, you need to submit an application and accept our offer to start your new connection contract with us. Please refer to our our guideline for how submit your application in the portal (PDF 647.1 kb).
I used my own consultant for the design
Your consultant can submit your connection application and email your design drawings to us.
They should apply via Customer Self Service and must include the required information in the application.
Check the progress of your connection application in Track Service Orders.
Next, your design drawings must be emailed in both PDF and either .dxf or .dwg formats to email@example.com. Customer Self Service would have provided a CX number or a Work Request number for your application, so your consultant should include this when emailing your drawings.
I used Ergon for the design
Submit a connection application via Customer Self Service and ensure you include the required information.
Next, if you are installing 6 lights or less, you can provide a simple design drawing and email to firstname.lastname@example.org. If you applied via Customer Self Service, you will have a CX number or a Work Request number. Please include this when emailing your drawing.
If you frequently submit connection applications, you can sign up to the Electrical Partners Portal. Please refer to our our guideline for how submit your application in the portal (PDF 647.1 kb).
When we receive your application, we’ll check if suitable power supply from our network is available for your connection.
Please note: The person who applies is usually the person we contact during the connection process.
3. Accept our connection offer
Then, we will make a connection offer within 65 business days of your application. The connection offer will outline terms and conditions, including relevant charges. You will have 20 business days to accept the offer. Your connection contract starts when the offer is accepted.
Please note: Whoever submits your application will also need to accept our connection offer.

4. We construct and connect your street lights
We will schedule construction after your connection contract has been established and the installation charges are paid. Connection of the unmetered power supply for your street lighting is completed as part of the construction works.
We must complete connections within set timeframes (unless we have to change our network to connect you).
5. Set up an electricity account
If you have an existing public lighting billing account with Ergon Energy Retail*, we will arrange to have your new street lights added to your account.
You can contact Ergon Retail at any time by phoning 13 10 46.
If you have not previously had a public lighting billing account with Ergon Energy Retail*, they will contact you to set up a new account.
Your account needs to be set up and ongoing charges agreed to before we can connect you. Once this is done, Ergon Retail will request us to complete your network connection.

*Note: Ergon Energy Retail is currently the only electricity retailer offering retail services (e.g. billing) for unmetered street lights on our network. If you wish to choose another electricity retailer, you can contact them directly to see if they will provide retail services for this type of connection.
How long will it take?
For your new connection contract
Once we’ve received your completed connection application, we will make contact within 10 business days to advise that we will be giving you a negotiated connection offer. We’ll provide this offer within 65 business days. You will have 20 business days to accept it.
Please note: If you request information by post, it will take longer.
For your new connection
Where construction works are required on the network for connection of your street lighting, this may take up to 23 weeks. This is a guide only and can vary with each connection application.

How much will it cost?
Connection service charges
Fees and charges will depend on whether any upgrade works are needed on the electricity network to connect your street lighting.
We’ll calculate the installation costs, and any other charges that may apply under a negotiated connection offer, for example a network extension fee or a capital contribution.

All our connection services charges have been approved by the Australian Energy Regulator.
Ongoing electricity usage charges

If I'm not ready to apply, can I just make an enquiry?
Yes, you can make a preliminary enquiry about your connection. We’ll respond within five business days, or other date agreed with you.

What information do I need to provide in the connection application?
These details must be included in your connection application:
- Your street lighting NMI. You can obtain this by emailing the Connections Solutions Group at email@example.com
- For simple lighting installations (less than 6 lights), you will need to advise the type of luminaire, attachment type, outreach and GPS coordinates (provided on a simple drawing)
- Whether you wish to install on a new pole or on an existing pole (including any pole numbers if on an existing pole)
- We will also require indemnity where the design has not been done by a RPEQ consultant.
IMPORTANT: When completing the application online, select ‘Public Lighting’, and then ‘Provision of new/ additional public lighting’.
What is street lighting?
Street lighting, or public lighting, is a public service that helps to light our roads. There are two main types of ‘roads’:
- Those roads controlled by the local government. These include roads (and other areas developed for motor vehicles and open to the public), footpaths, bicycle paths, bridges, tunnels, culverts, fords and viaducts, where the visual needs of pedestrians are given priority (see section 59(2) of the Local Government Act 2009 (Qld))
- Those roads controlled by the State government through the Department of Transport and Main Roads. These are usually main roads where the visual needs of motorists are given priority (see section 24(1) of the Transport Infrastructure Act 1994 (Qld)).
What is unmetered power supply?
Unmetered power supply connections don’t need an electricity meter because the electricity usage is predictable or can be accurately calculated without a meter. Street lighting connections are usually unmetered.
LightMap customer portal
To help our street lighting customers (being local governments and the Department of Transport and Main Roads), our LightMap customer portal is designed to simplify the management of street lighting.
LightMap is a software application that shows our street lighting customers the exact location of every street light connected to our network that we charge them for.

Components of a street light
Street lights typically consist of a mounting system, luminaire, lamp and a photoelectric (PE) cell or other control device.
Street lighting classifications
Street lighting is classed as:
- Ergon Owned and Operated (EO&O) - These street lights are built, owned and maintained by us. These are commonly known as Rate 1 street lights
- Gifted and Ergon Operated (G&EO) - These street lights are built by you and gifted to us to maintain. These are commonly known as Rate 2 street lights
- Customer Owned and Operated (CO&O) - These street lights are built, owned and maintained by you. These are commonly known as Rate 3 street lights.
This classification is used to determine what charges apply for the street lighting electricity usage. Charges may also vary depending on whether the lights are connected to the national grid or an isolated network.

How to apply to remove a street light connection
You have two options for Ergon Owned & Operated Street lights:
- You can ask us to disconnect and move OR disconnect and remove the street light
- You can ask us to disconnect the street light and you can move or remove the street light – but first you will need to take ownership of the street light through a Transfer of Ownership.
To request disconnection, removal or Transfer of Ownership, please complete the Disconnection and/or Service Removal of Street Lights form (PDF 496.0 kb) and email it to the Connections Solutions Group at firstname.lastname@example.org. If you ticked the ‘Transfer of Ownership’ box, we will assess your request and advise you if a Transfer of Ownership is possible.
A Customer Connection Officer will contact you to discuss the disconnection and any public indemnity requirements.
An application fee for us to quote on the removal works will apply. Exit fees may also apply. These will be discussed with you.
More about our online services
There are two online portals for our customers to submit connection applications.
- Customer Self Service - Anyone can register and apply to Customer Self Service. This is the best way to submit your connection application
- Electrical Partners Portal - If you regularly submit connection applications as part of your work, we recommend you sign up to our Electrical Partners Portal. We recommend this online service for electrical contractors, developers, builders and government. Electrical contractors will need to enter their licence details when registering online to use the portal. Other customers wanting to register for the Electrical Partners Portal will need to contact us on 13 74 66 to register.
What is a negotiated connection service?
All Ergon Owned & Operated Street Lights are classed as negotiated connections. A negotiated connection service is needed if:
- Power supply from our network is not readily available in your area
- A network change is required to connect you
- Your new connection is not classed as a basic connection service.
Please note that you may be charged a fee for a negotiated connection service, to cover our expenses in assessing your application, completing the negotiated connection process and making a negotiated connection offer.

All Ergon Owned & Operated Street Lights are classed as negotiated connection services, so we’ll make a negotiated connection offer within set time frames for you to accept.
We’ll contact you or your RPEQ consultant to discuss the terms of your connection contract, and any fees and charges. Usually we’ll make a negotiated connection offer within 65 business days. You will have 20 business days to accept it.
Your connection contract starts when the offer is accepted.
What happens if I decline your connection offer?
If you decline to accept the connection offer, or don't return the signed connection offer within the set time frame, our connection offer will expire. If you still want your new connection, you will need to submit a new connection application and go through the whole process again (including paying any fees again).

Your new connection contract will be on the terms of your accepted connection offer. It’s called a connection establishment contract.
All Ergon Owned & Operated Street Lights are classed as negotiated connection services, so we’ll negotiate the terms of your connection contract with you. Here is an example of what your Negotiated Connection Contract (PDF 702.3 kb) will look like.

Once you have accepted the connection offer and your connection establishment contract is in place, another contract automatically comes into effect for your ongoing connection services. Unless you specifically negotiate the terms of this ongoing supply contract, it will be on the terms of the Deemed Standard Connection Contract (PDF 277.3 kb).
What are capital contributions?
A capital contribution is a fee you’ll be charged for some types of network changes and extensions, if we need to alter our network for your connection. It may also apply if your connection exceeds the scope of a typical connection, for example if you wish to install non-standard street lighting.
A capital contribution for other network changes may also apply if the new connection or connection alteration exceeds the network change charge threshold, currently set at:
- 10 kVA on SWER lines
- A maximum capacity of 80 amperes on 3 phase low voltage supply on our main grid (non-SWER lines).
In these circumstances, any capital contributions will be calculated using the formula set out in section 4.3.3 in our Connection Policy (PDF 680.0 kb).
What is chapter 5A?
Chapter 5A of the National Electricity Rules sets out the process for most of our customers to either:
- Create a new connection to our electricity distribution network
- Change an existing connection to our electricity distribution network.
The services we provide for these are called connection services. These generally include the design, construction and energisation of connection assets and any necessary change of our network.

- Maintaining the safety and reliability of the network to ensure the adequate, economic, reliable and safe connection and supply of electricity to our customers
- Connecting new customers
- Extending and upgrading the network to meet growth and expansion
- Maintaining Ergon Energy owned street lighting for local governments
- Collecting metering data for electricity retailers.
