Who is a Developer?
A Developer is the person, company or other legal entity which arranges an extension of the electricity network. They are not the actual consumer of the electricity. Ergon Energy will provide the electricity meters to each individual premises in the development which is directly connected to Ergon Energy's network. This definition of a Developer covers extensions and augmentation to the Ergon Energy network where the Developer can recover the cost of providing the electricity infrastructure through the sale or lease of the property.
What kinds of developments are undertaken by Developers?
Typically, Developers undertake the following types of developments:
- Broad area developments such as traditional residential, rural, commercial and industrial subdivisions
- Multi-tenancy developments such as apartments, commercial site office complexes and shopping complexes
- Industrial and commercial parks
- Closed gate or private subdivisions
- Village type residential developments such as retirement villages.
Capital Contributions Policy for Developers
The Developer is responsible for 100% of the cost of providing the infrastructure for their development(s). The Developer is responsible for costs associated with the provision of the electrical infrastructure including:
- The electrical reticulation inside the development
- Headwork works to connect the development to the distribution network
- Upstream augmentation of the existing distribution system to provide capacity to supply the development
- All civil works undertaken by Ergon Energy relevant to, but external to the development
- Tree clearing and any other costs attributable to the electrical supply for the development.
Urban and rural residential subdivisions
In general, most Local Government Authorities (LGAs) require all extensions of the electricity infrastructure to urban subdivisions to be done by underground reticulation (buried cables). The Developer must submit to Ergon Energy a Subdivision Application Form as well as other information outlined in the Developers' Handbook (PDF 507kb). The Developer has a choice regarding who provides the design and construction of the electricity reticulation inside the subdivision.
